well, downloading real cp is illegal, but the Feds typically arrest the people uploading the images and videos rather than the people downloading it. However, all of your porn downloads are being monitored (without a doubt). A VPN is just an illusion of privacy, the Feds can easily by-pass your VPN, to get your real ip address. It is actually very easy for the police to detect who is downloading/uploading cp even if they are using Tor. They have huge data centres in almost every city, these centres which store all Internet browsing, downloads and uploads. The only difference between the clear web adult porn sites and the dark web cp sites is that the former pretends to be legal (although it is likely also illegal), but the latter is explicitly illegal. There is a lot of real cp being uploaded on adult porn sites btw. The only difference is the dark web cp sites feature images and videos which are clearly underaged and therefore illegal (and they don't even pretend to be legal). btw the dark web cp sites aren't hard to find with duckduckgo or startpage (they can't be found on Google). If these sites are so easy to find, why aren't they being shut down by the police? It is likely because these real cp sites are honeypots run by the police. I heard that around 80 to 90% of real cp sites are actually FBI honeypots. The real cp sites have almost the exact same format as anime websites, except they feature real pornographic images of children rather than computer generated images.

FBI's denial: An FBI spokesman called Playpen "an extraordinary investigation" and said "to suggest this is a common thing is patently not true."
Targeted honeypots: The FBI also runs smaller, targeted fake CP sites sent via email to specific suspects (confirmed in a 2012 Ars Technica investigation).
The key nuance: the "half" figure refers to the small set of known Tor-hidden sites at one point in time — not all CP distribution globally. The vast majority of CP sites and files are run by actual criminals, not law enforcement. The FBI's operations are significant but represent a fraction of the overall ecosystem.

Tor is/was never designed to be private against government agencies. Nobody with common sense installs Tor. The anime websites are probably honeypots, too. The governments have the legal authority of run and create illegal websites as honeypots. It might not be the police running it, but it is some other government agency behind it. Like I said before, there is only a small number of sites online, and a large number of government agents, meaning the governments have enough resources to potentially run every site as a honeypot.

You don't need p2p networks to download and access pirated content, the stuff is posted on regular non-p2p sites. Tor, Freenet and i2p are all p2p networks which are all honeypots and can get compromised easily by the governments......i am pretty sure p2p networks are illegal to install in many countries. Just use a non p2p browser (like Firefox Browser) to be safe......
